Heavy rain lashed parts of Tokyo and its surrounding areas on Thursday afternoon, causing thousands to lose power, prompting flood warnings, grounding flights and causing transportation issues.

As of 5:04 p.m. Thursday, 6,240 households in the Kanto region and surrounding areas are without power, including 4,230 in Tokyo, predominantly in Shinagawa, Ota and Meguro wards, according to Tokyo Electric Power Company Holdings.

In Tokyo¡¯s Setagaya, Meguro, and Ota wards ¡ª as well as parts of the cities of Kawasaki and Yokohama in Kanagawa Prefecture ¡ª authorities issued multiple emergency alerts for record-breaking short-term rainfall, with hourly precipitation reaching about 100 to 130 millimeters.

The Japan Meteorological Agency urged vigilance against river flooding, inundation of low-lying areas and landslides while also warning of lightning, sudden gusts and hail.

Flood risk advisories were issued for rivers including the Meguro River in Meguro Ward, the Myoshoji River in Nakano Ward, the Shakujii River in Nerima Ward and the Nogawa and Senkawa rivers in Setagaya Ward. Landslide warnings were also issued for Ota, Meguro, Shinagawa, Setagaya and Minato wards.

According to the transport ministry, ground operations at Haneda Airport have been halted since 3 p.m. due to lightning, preventing planes from taking off.

JR¡¯s Tokaido Shinkansen initially suspended operations in both directions between Tokyo and Shin-Yokohama stations due to the heavy rain but resumed services at 4 p.m. It warned, however, that there would still be delays between Tokyo and Okayama stations.

As of 4:50 p.m., the Tokyu Meguro, Oimachi, Shin-Yokohama and Ikegami lines have completely suspended operations on the entire line due to flooding. Parts of the JR Nambu line have also suspended operations due to flooding.
